A SAFE HOME FOR CATS AND AN ADOPTION CENTRE
Ministry of Cat is a cat cafe that aims to provide a warm home to some of the thousands of stray cats that roam the streets of Phnom Penh (Cambodia). We dream of creating a beautiful space where our cats will feel safe and happy.
But the cats won’t be at the Ministry for long, or so we hope. The whole point of this enterprise is to facilitate the adoption of cats rescued by our partner vet clinic Animal Mama, so that they can find a forever home as soon as possible. Customers of the cafe will enjoy their coffee while in the company of our cats. If they make friends with one of our feline residents, they will be able to adopt him/her, after a bit of due diligence from the Ministry to ensure that the animal is going to a safe and loving home.
HOGAR PARA GATOS RESCATADOS Y CENTRO DE ADOPCIÓN
Ministry of Cat es un café de gatos (cat cafe) cuyo objetivo es proporcionar un hogar seguro para algunos de los miles de gatos que deambulan por las calles de Nom Pen (Camboya). Nuestro sueño es crear un espacio bonito y acogedor donde nuestros gatos se sientan seguros y felices.
Pero los gatos no estarán en el café mucho tiempo, o eso esperamos. Uno de los pilares del proyecto consiste en facilitar las adopciones de animales rescatados por nuestro socio, la clínica veterinaria Animal Mama, para que puedan encontrar un hogar permanente tan pronto como sea posible. Los clientes disfrutarán de su café en la compañía de nuestros gatos. Si se enamoran de uno de nuestros residentes felinos, podrán adoptarlo/a, siempre y cuando su solicitud de adopción sea aprobada tras haber llevado a cabo las necesarias comprobaciones.
WHY IS IT IMPORTANT?
Phnom Penh has a huge problem with its stray cat population. Every pagoda in town and every low building roof is home to dozens of them, leading a very precarious existence under the scorching sun, with very limited access to food and no veterinary attention.
They breed and multiply at such an extraordinary rate that finding languishing kittens in the side of the street is pretty much a rite of passage for anyone that settles into the city. Shelters, despite doing an amazing job with the resources at their disposal, are often unable to cope with the sheer volume of cats brought to them by concerned citizens.
This is where Ministry of Cat comes into play. We hope to alleviate some of the pressure off the shoulders of these shelters by taking in some of their cats to join our roster of resident felines. By having cats at our premises that customers can interact with, we hope to facilitate the whole adoption process and encourage more and more Phnom Penhnites to adopt their own pet cat.
¿PORQUÉ ES IMPORTANTE?
Nom Pen tiene un problema con su población felina que no se debería de ignorar. Todas las pagodas en la ciudad y cada tejado es hogar para decenas de gatos, los cuales tienen una existencia muy precaria sufriendo bajo el implacable sol y con limitado acceso a comida y atención veterinaria.
Se reproducen y multiplican tan rápido que encontrarse gatitos huérfanos en la calle es básicamente el pan de cada día para los vecinos de esta ciudad. Los refugios están haciendo un gran trabajo con recursos muy limitados, pero a menudo no tienen la capacidad para ayudar a los muchos gatitos que reciben cada día.
Aquí es donde Ministry of Cat entra en acción. Nuestro objetivo es aliviar algo de este peso que cargan los refugios albergando algunos de sus gatos. También aspiramos a facilitar el proceso de adopción y animar a más gente en la ciudad a adoptar, ya que todos los gatos en Ministry of Cat serán adoptables.
OUR PARTNER
We are honored to have the active support and backing of Animal Mama, an amazing veterinary clinic and pet wellness centre that has not only rescued and restored to health thousands of animals across the Kingdom, but that is also changing mindsets with regards to animal rights.
Our resident cats will come straight from Animal Mama, which guarantees they are healthy and ready to come into contact with the customers at our cafe. They will be fully vaccinated and de-sexed.

Nuestros gatos vendrán directamente de Animal Mama, lo que garantiza que estarán sanos y listos para entrar en contacto con los clientes del café. Tendrán todas sus vacunas en regla y estarán esterilizados.
GETTING IT RIGHT
This project has been in the making for a looong time. We’ve done the work; we’ve run the numbers; we’ve talked to the experts, and, we’ve visited similar businesses around Southeast Asia to see and learn.
The number one takeaway?: our foremost priority must be cats and customers’ health.
How do we ensure this? At the Ministry, our strategy to make this happen is twofold. First, everything will be kept to exceptionally high standards of hygiene. The kitchen will be kept separately from the cat area. The litter tray room will be painstakingly cleaned every few hours. Customers will be asked to use hand sanitizer and remove their shoes in the anteroom... you get the picture.
The second part of the strategy involves constant attention to cats’ wellbeing. A staff member will check on every cat every few hours to make sure he or she is healthy, and an outside vet will visit our premises once a week to conduct health checks on our residents.
Cat population size in the cafe will be kept below a certain number (10 or less, depending on the size of the venue) to ensure they have all the personal space they need. Also, cats will have access to a room that is off-limits to customers, in case they want some peace and solace. Finally, no outside animals will be allowed into the cafe to avoid the possibility of parasite and germ contagion.
There are just a few of the things that our research has taught us, but there are many other policies we plan to implement to ensure the wellbeing of the cats.
HACIENDO LAS COSAS BIEN
Llevamos muuuuucho tiempo planeando este proyecto. Hemos hecho los deberes: hemos estudiado el mercado, hemos hablado con los expertos, y hemos visitado otros cat cafes en el Sudeste Asiático.
Hemos aprendido mucho en este largo viaje, pero si hay una cosa en la que realmente nos estamos centrando es en cómo garantizar la salud de nuestros gatos y de nuestros clientes.
Para conseguirlo, hemos desarrollado una estrategia basada en dos pilares. Primero, todo en Ministry of Cat se mantendrá conforme a los más altos estándares de higiene. La cocina estará separada de la zona de los gatos y será inaccesible para ellos. Los areneros estarán en una habitación aparte que será limpiada escrupulosamente cada pocas horas. A los clientes se les requerirá lavarse las manos con gel desinfectante y descalzarse en una antesala antes de entrar en el café. Te haces una idea, ¿no?
La segunda parte de esta estrategia consiste en mantener un ojo en los gatos constantemente. Nuestros empleados chequearán cada gato regularmente para asegurarse de que están en perfectas condiciones, y un veterinario visitará nuestras instalaciones una vez por semana para examinarlos.
La población de gatos residiendo en el café se mantendrá por debajo de cierto número (10 o menos, dependiendo del área del local) para garantizar que disponen de todo el espacio que requieren. Además, los gatos tendrán acceso a una área que estará fuera del alcance de los clientes, en caso de que quieran estar solos. Finalmente, el café no admitirá la entrada a otros animales para evitar el contagio de parásitos y gérmenes.
Estas son sólo algunas de las muchas cosas que hemos aprendido desde que nos embarcamos en este proyecto, pero hay muchas más normas y protocolos que pondremos en práctica para garantizar la salud de nuestros gatos.
A VINTAGE CAFE
Our vision for the Ministry of Cat is that of an old-fashioned, Parisian-style cafe. The food offer will be vegetarian, with as many vegan options as we can hammer out. We will offer simple foods like jaffles and subs, as well as products supplied by local businesses, including pastries and cakes.

Ministry of Cat estará decorado al estilo de los clásicos cafés parisinos. El menú será vegetariano, con tantas opciones veganas como podamos. Ofreceremos comidas simples, como sándwiches y burritos, y productos producidos localmente, incluyendo repostería, cervezas artesanales y kombucha.

We will be located in trendy Tuol Tum Pung area (Russian Market), home to an ever growing number of expats and frequented by tourists.

OUR STORY
Georgia and Adolfo are cat people that have been in love with the idea of a rescue cat cafe for years.
Adolfo is a photojournalist from Spain who has lived in Phnom Penh for four years. He grew up with cats and purposely travelled to Japan, Thailand and Indonesia to visit cat cafes and be inspired. He now lives with two rescue cats: Mr. Paws, a 1-year old, tailless tabby, and Comet, an extremely talkative tortoiseshell kitten.
Georgia is an Australian development worker who also runs her own successful business selling her own brand of kombucha and probiotic drinks. She recently adopted a small rescue kitten who goes by the name Teppy.
Both Adolfo and Georgia have been rescuing cats in Phnom Penh for as long as they have lived in the city. They believe the time has come for the Cambodian capital to have its very own rescue cat cafe!
NUESTRA HISTORIA
Georgia y Adolfo son amantes de los gatos que llevan mucho tiempo ilusionados con la idea de montar un cat cafe con gatos rescatados.
Adolfo es un fotoperiodista de España que lleva viviendo en Nom Pen cuatros años. Ha viajado a Japón, Tailandia e Indonesia para visitar cat cafes e inspirarse. Ahora vive con dos gatos rescatados: Mr. Paws, un gato atigrado de un año, y Comet, una gatita carey a la que le encanta hablar.
Georgia es una trabajadora social de Australia que lleva tres años en la capital Camboyana. Tiene su propia marca de bebidas probióticas la cual se vende en las principales ciudades de Camboya. Recientemente, Georgia adoptó una gatita a la que ha bautizado Teppy.
Ambos han estado rescatando gatos de las calles de la ciudad desde que llegaron, y piensan que es ya hora de que Nom Pen tenga su propio café de gatos rescatados.
