About HEC
The Hokkaido English Challenge (HEC) is an oral English communication contest run by JET participants across Hokkaido. HEC is a great way to motivate junior high and senior high school students in their English studies. In addition to an opportunity to improve their English during the preparations for HEC, students also stand the chance of being awarded a spot at the HEC Camp, free two-week study abroad, and other English related prizes.
HEC was established in 1994 by Hokkaido JET participants in an attempt to encourage students and provide them with an opportunity to work more closely with their ALTs (Assistant Langauge Teachers). On a volunteer basis, HEC is organized, run and funded by JET participants each year. It is sponsored by the Hokkaido Association for Japan Exchange and Teaching (HAJET) and accredited by the Hokkaido Governor’s Office- International Exchange Division (北海道知事室国際課国際交流グループ).
First year junior high and first year senior high school students work individually or in small groups with an assistant language teacher (ALT) to improve their English listening, speaking and reading abilities. The goal of this effort is to prepare for the HEC test in March. The content of this test is based on the English studies syllabus set by the Ministry of Education, and preparation for the test is not meant to interfere with a student’s usual course of study.
The top junior high school student will be offered the chance to participate in a home-stay to the English speaking country of his or her choice for about two weeks. HEC will provide the winner with the home-stay, airfare, travel insurance, and language school tuition. The second place junior high school student, along with the first and second place senior high school students, will choose English related goods such as magazine subscriptions, books or electronic dictionaries, and HEC will cover the cost.
The top 50 students will be invited to attend the HEC Summer Camp held each year in July. The HEC Summer Camp is five days of English immersion activities. Students will have the opportunity to play the favorite childhood games of their ALT group leaders, eat the homemade cuisine of the international staff, make new friends from neighboring towns, have the guidance of over 20 ALT's from varying backgrounds, and use English in a real-life environment and practical way, which no classroom can substitute for.
Whether a student is invited to attend the HEC Summer Camp, all students benefit from working individually or in small groups with a native English speaker. Students whom otherwise rarely have the opporunity to practice this second language, experience a much greater level of confidence and ability in using the language they practice daily, as a result of HEC.

北海道英語チャレンジ(HEC)はJETのALTがやっている北海道内の英語スピーキングコンテストです。中・高校生の英語の勉強を支援したり、励ましたりする目標です。コンテストの準備を通じて、英語能力を向上する機会だけではなく、参加者は入賞すれば、HECキャンプに参加できます。他の賞として、英語関連の賞品も用意されています。そして、中学生部門の最優秀者に英語が母国語の国でホームステイも提供します。
HECは英会話力向上のきっかけとなるよう1994年JETプログラムの参加者によって設立されました。JETプログラムの参加者は語学指導助手(ALT)と交流しながら、生徒達が自信を深めと語学能力を向上させることを望んでいました。毎年HECのコンテストもキャンプもALTが提供しています。北海道知事室国際課国際交流グループ の支援を頂き、HAJET(北海道外国青年招致事業協会) がスポンサーなっています。
中高とも1年生のみ参加できます。コンテストの前に英語の聴解力、スピーキング、読解力を向上するために参加者は一人か数人の小さいグループでALTと一緒に準備をします。テストは文部科学省の課程に従って作られていて、学校の勉強の邪魔にならないはずです。
中学部と高校部の二つの部門があります。参加者は入賞すればHECキャンプに参加できます。生徒達がどこでホームステイしたいか、自分の希望と期待があると思います。HECは再優秀者の生徒の要望に合うよう、ホームステイプログラムを見つける努力をします。中学生部門の最優秀者にホームステイを提供します。生徒達がどこでホームステイしたいか、自分の希望と期待があると思います。HECは一人ひとりの要望に合うよう、ホームステイプログラムを見つける努力をします。ホームステイの期間は(1週間~2週間ですが)生徒の予定とHECの財政状況によります。高校部の1位は3万円までの英語に関する賞品をもらいます。高校部と中学部の2位の生徒が2万円までの英語に関する賞品をもらいます。過去数年、カメラや電子辞書、ギフト券などが提供されてきました。
中・高校生2つの部門からの参加者の人数を調節するために、HECサマーキャンプに参加できる人数は、適切な比率が設定されます。昨年の参加者に基づくと、中学校では上位30名、高校からは上位20名が参加します。日本の生徒にとって英語を使って自分自身を表現したり、友だちを作ったり、実際に話されている言葉として英語を体験したりする機会は貴重です。
生徒がHECサマー・キャンプに参加できなくても、自然的にALTと英語を話す経験が貴重な機会になります。HECのおかげで、生徒達が自信を深めと語学能力を向上させることができると私たちが思ったいます
HEC Camp
What is HEC Summer Camp? It’s having an exploration in English that is beyond compare. A place where first year students from both junior and senior high schools can delve into their passion for English without fear of mistakes or discrimination.
As ALTs, we have seen the potential and passion our students have for learning English. We`ve watched as they strive to gain understanding of other cultures with English as a medium. HEC Summer Camp boasts a volunteer base of over 20 native English speakers from various countries around the world. Students at HEC Summer Camp are therefore encouraged to explore new cultures, English and most importantly, fuel their passion for learning.
Camp is five days long and all expenses are paid by HEC. The schedule is carefully designed to help students improve their communication skills and sociability in English. Students are also exposed to a variety of cuisines that they do not have the opportunity to eat in Japan. As camp progresses, students typically become more comfortable around ALTs and leave camp full of confidence and eagerness to continue their English studies. However, no one can convey what HEC camp truly is other than those who’ve experienced it. So check further below for a few testimonials and comments from volunteers and campers alike.

Here is further information on the test the kids must take in order to qualify
The Hokkaido English Challenge is based on a thirty-minute test, administered by the entrant’s Assistant Language Teacher (ALT) and captured on video in the presence of a Japanese Teacher of English (JTE) or other Japanese faculty member. The recordings are then sent to Regional Judges for evaluation. Once determined, Head Judges then review the finalists’ submissions and rank the top-scoring students. Results are generally announced in May or early June.
The test itself is based on the current school year’s grammar and vocabulary syllabus, as determined by the Ministry of Education. It is administered in March and test preparation is solely the discretion of the ALT and student. Preparation can last for months or weeks and range from daily one-on-one tutoring to occasional group conversation.
Success relies not only on the student’s enthusiasm but also on the ALT’s dedication to building his or her students’ English abilities. Students involved often exhibit a noticeable improvement in oral communication and listening skills, while ALTs regularly laud it as one of the most rewarding experiences of the JET Programme.

テストは参加者のALTによって20分のビデオで撮られ、審査員に送られております。結果は夏休みの前に発表されます。テストはコミュニケーション能力中心に、必修英語を使って創造力を見せること、はっきり考えを表現すること、精通していない語彙や文法への対応の仕方に対してそれぞれ点数が与えられます。テストは文部科学省の課程に従って作られています。HECを通じてALTは生徒の英語の向上に貢献することができ、生徒とALTはチームとして素晴らしい目的を達成することもできます。
このテストは、文部科学省によって決定された年間シラバスの文法・語彙に基づいています。3月に行うこのテストはカメラの前で行います。ALTはJTEやもう一人日本人の先生と一緒にテストを管理します。録画が完了すると、そのビデオは地区審査員に送られ、その審査員はどの生徒が最終審査にかけられるのを判断します。それから審査委員長は、全体の優秀者と、上位得点者の生徒のランク付けをします。結果は例年、5月下旬か6月上旬に発表されます。テストの準備はALTの自由裁量です。数ヶ月における1対1の個別練習から、昼休み時間におけるグループ会話練習まで、様々な幅があります。
毎年HECは英語の幅広い能力レベルの生徒達からテストを受け取ります。準備に長い時間をかけ、一生懸命努力して参加した生徒もいれば、一回か二回だけALTと会うだけで十分という生徒もいます。初めてHECに参加するALTは、自分の生徒達が参加する力があるのか、確信が持てないかもしれません。

“My experience at English Camp...."
Let me tell you about my experience in English Camp.
I joined Hokkaido English Challenge camp in Sunagawa this summer. At this camp, about 50 Japanese junior and senior high school students and about 30 Assistant Language Teachers stay in tents for 5 days.
We did many kinds of exciting activities, such as dancing, hiking, sports, drama and so on, all of them Western style activities. We enjoyed the international tastes of meals like tacos, oatmeal, hotdogs, spaghetti and a lot of other snacks.
We also enjoyed talking a lot in English and singing songs. I like singing Beatles’ and Hillary’s songs. Many teachers also liked Beatles’ songs, so we sang them and danced together.
We held “Crazy Olympics”. We played many kinds of funny games, such as a fast-eater contest, various relay and so on. I took part in a speech contest game. In this game I had to say “Chubby bunny!” three times with my mouth full of many marshmallows.
We also made a short drama in groups and played it together with face painting and funny costumes. I enjoyed every activity very much.
Often I couldn’t understand teacher’s English, but I never gave up. I asked them questions because I wanted to know their ideas, and I tried to share my ideas with them in English using gestures.
At this camp, foreign teachers wanted us to answer clearly and at the very least, we tried to answer “yes” or “no”.
I couldn’t understand many words, but I could communicate with foreign teachers with a few English words, many gestures and big smiles. We didn’t have to be good at speaking English.
I think the most important thing for communication is the mindset of “I want you to know my ideas” and “I want to know your ideas”. With this way of thinking we can share a good time together. I’m going to keep this mindset of trying to communicate and I want to make many friends from other countries.

私のイングリッシュキャンプの経験をお話させてください。私はこの夏、砂川での北海道イングリッシュチャレンジキャンプに参加しました。このキャンプで、約50名の中高生と30名のALTが5日間テントに寝泊まりしました。私たちは踊ったり、ハイキングしたり、スポーツをしたり、演劇をしたり、全て欧米スタイルの活動をしました。私はタコス、オートミール、ホットドッグ、スパゲッティのような国際料理や他の沢山のスナックを楽しみました。私たちは英語で話したり、英語の歌を心から楽しんだりしました。私は 「ビートルズ」や「ヒラリー」の歌を歌うことが好きです。多くの先生はまた、ビートルズが好きで、私たちはその歌を歌い、一緒に踊りました。私たちは 「クレイジーオリンピック」も開催しました。沢山の種類のおもしろいゲーム、例えば、ファストイーターコンテストや様々なリレーをしました。私はスピーチコンテストゲームに参加しました。このゲームは、沢山のマシュマロを口に含ませ 「チャビーバーニ」と3回言わなくてはなりません。私たちはまた、グループで短い演劇を作りおかしな衣装とフェイスペインティングをして一緒に演じました。全てのアクティビティをとても楽しみました。時々、先生方の英語が理解できませんでしたが、私は決して諦めませんでした。私は先生方にいくつかの質問をしました。なぜなら私は先生がどんな考えを持っているか知りたかったからです。そして私はジェスチャーを交えながら、英語で先生方の考えを共有したかったのです。このキャンプでは、外国人の先生達は、私たちが明確に答えることを望んでいました。私は”Yes”もしくは”No”と答えるように努力しました。私は多くの言葉を理解することはできませんでした。しかし、片言の英語と多くのジェスチャー、そして笑顔で外国人の先生方とコミュニケーションすることができました。私たちは、英語を話すことが上手でなくても良いのです。私はコミュニケーションにとって一番重要なことは、“私は私の考えをあなたに理解してほしい”そして“私はあなたの考えを理解したい”という心構えではないかと思います。このような考え方のよって、私たちは素晴らしい時間を一緒に共有することができます。私はこれからもコミュニケーションを図っていこうとする心構えを持ち、そして他の国から来た多くの人々と友だちになることをこれからも続けていきたいと思います。ありがとうございました。

HECキャンプは簡単に説明できない。キャンプの感じ、ボランティアの全力、子どもたちの笑顔や毎日成長している英語能力を体験しないと、キャンプの有効性や楽しさがわからないと思う。
私にとって子供達がどんどんコミュニケーションが取れるようになるのを見ることが一番素晴らしかった。
キャンプに参加するためにやはり北海道イングリッシュ・チャレンジに受けて、成功しないといけないことになっている。でも、高・中学生が50人以上HECへ行けるという理由で、英語能力が高い生徒だけでなくて、レベルがもっと低くて、チャレンジしたい生徒の人数も多い。一般的にこのような中学生が毎日毎日全力を入れて、一生懸命英語で新しい友達をできるし、困っていることについて聞くし、色々な外国の料理を食べながら、協力を通じて、オリジナル劇を作る活動などを見えて、感動した。個人的にグループ・リーダーとしてグループの自分自身がないあまり話したくない中学校2年生の男子の一人と話し合う機会があって、何よりも嬉しかった。あの子は最初時、英語で聞かれたら、慌てて、パニックな顔ばかりで英語の質問を分からないみたいで繰り返した。でも、毎日毎日「日本語はダメ!」のルールに慣れてから、自分のことを英語で表したいという気持ちが出て、私と「私の夢は鯉を飼いたい」を英語に通訳して、練習した。あの生徒は学校で習った答えを言うだけでなくて、初めて答えてから自分から私に英語で聞いた時、ものすごく成長したのがわかった。
新しい単語を覚えたり、友達ができたり、違う国々の英語の先生に会う機会あったりすることよりも、HECキャンプは子供達の自分自身を深くすることを大切にしている。日本に住んでいる英語の先生として日本人の友達や同僚によく聞かれたのは「日本人は何で英語が話せないの?」という質問。答えは簡単すぎる。自分自身がないからだ。北海道イングリッシュ・チャレンジとHECキャンプのような活動を基にして、現在の中・高校生の英語教育が改善できる。
義務教育が終わってから、英語をあまり使わない状態になってしまっても、キャンプのおかげで「頑張ったら、いよいよコミュニケーションが取れる!」という気持ちが忘れられないと私は思っている。

私の生徒は普通に理科が専門なので、英語を話す余裕があまりない。HECが大好きである。なぜなら、興味がある生徒は実生活コミュニケーションに役に立つ英語を練習する機会がある。それに、HECの準備を通じて、教えている6人の生徒のことがよくわかるようになった。授業以外でずっと六カ月一週一回一緒に練習するのを頼んだ。あの年半に英語がものすごく成長して、授業の時でも、新しく出た気込みは他の生徒にも影響を及んだ。一緒に練習した時間のおかげで、義務の教科を教えている外国人ではなくて、彼らのALTになった。今、習った英語をTT以外の授業でも使っている。それはHECの前に恥ずかし過ぎたことであった。HECのおかげで、生徒が自分で自信を持って、勉強する責任がわかるようになった。

このキャンプは、はっきりしない天気にもかかわらず、とてもりっぱに行われました。生徒達はたくさん楽しみ、多くのことを学びました。それは、英語(読むこと、書くこと、話すこと)、英語圏の文化(アメリカ、カナダ、イギリスなど)、集団活動、ダンス、絵画、食料、演劇、手紙を書くことやたくさんのゲームなどでした。
キャンプはすべて英語でした。全部の指示と活動は英語で進められ、生徒達は英語だけで話すよう促されました。多くの生徒達の英語は、ほんの数日の間にめざましく良くなり、キャンプの終わりには、ほとんど全員が辞書の助けなしにALT達や他のキャンパーと英語で会話すことができました。
これはすばらしいイベントでした。私は秩父別の生徒達がこのキャンプに参加するようにしたいです。私は、それが生徒達にユニークで適切な学習経験を与えると考えます。

今年、生徒とHECに受けることも、キャンプでボランティアすることもはじめてであった。信じられないほどすごい体験になった。受けた生徒全員がコンテストで一生懸命頑張たのがキャンプでよく分かった。ずっと5日間英語だけ使うことにしてみました。生徒のグループの近くに歩いて、完全に英語で話し合っているのを聞いて、楽しかった。最初の日の自己紹介ゲームから最後の閉式まで、みんなが楽しんだそうであった。HECキャンプは素晴らしくて、忘れられない経験であった。生徒何人に生まれてからHECキャンプは一番大切な経験の一つになったと言われて、嬉しかった。

今年、教えている生徒の一人だけ北海道イングリッシュ・チャレンジに受けた。英語の能力があまり高くなくても、練習の時、良い態度で力を入れて、頑張った子であった。もちろん、キャンプへ行けることになったら、二人ともすごくわくわくしていた。キャンプに着いたばかりの時、恥ずかしくて、自信があまりなかった。でも、時間が経ったら、友達もできて、どんどん英語で話せるようになった。
この間、あの生徒のお母さんと偶々に会って、私と握手した。チャレンジの参加の応援が有難かった。今まで、体験したことの中に最高になったということを伝えた。

1日目は、自分自身がまだあまり英語を聞き取ることに慣れていなく、何と言われているのかさえよくわからなくてとても不安だったのですが、2日目からは 少しづつ英語に慣れてきて英会話も少しづつできるようになっていきました。キャンプに参加していた皆様のおかげでした。とても良い経験、勉強になりました。ありがとうございました。
